Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the presentation of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been contained. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of contrasting events captured the harsh reality of the recent timeframe. By day, political struggles are fought: positive announcements are issued from different nations. Considerable effort is devoted on managing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "peace".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is able to track rocket firings from Russian territory, a ability enabled by up-to-date information. From witness perspectives, military aircraft that had been dispatched to engage hostile cruise missiles flew past – advanced fighter aircraft supplied to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons engaged: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, probably supplied through allied countries. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly gives way to resigned acknowledgment: maybe the approaching threat won't hit its mark this time, sparing the city from devastation and further power outages.
Continuous Dangers
Soon after, a large-caliber weapon engaged a unmanned aircraft in the vicinity, part of a defensive team – probably imported technology. Sadly, the bullets missed the enemy aircraft – it continued its flight toward its destination.
Periodically, this carried on until dawn. Kyiv faced the early updates: several casualties, devastation and heating outages in numerous residences as a result of the night's assault. As customarily, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's vital need on Western support – a reliance that regional partners are demonstrably unable to replace in the near term.
Unsuccessful Negotiations
The 28-point plan from US administration generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.
Every new approach from American administration unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This pattern will, undoubtedly, persist.
Tactical Assessments
It is easy to blame specific actors of repeatedly advocating Russian terms. But that does not seem to be the whole story. Washington functions according to a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The White House assumes that it is unfeasible to force Russia to abandon the territory that it currently occupies in Ukraine's south or east.
The issue is that while recognising this factual reality, American administration does nothing to deter Moscow, through diplomacy or military means, from thinking that the current condition will not evolve additionally in its benefit in the near future.
Conflicting Perspectives
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's government remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing civilians and areas but avoiding a complete military breakdown until situations evolve in its advantage.
Present Conditions
Realistically, there are no real preconditions for a armistice. Now, personal considerations are becoming relevant: leadership ambitions to negotiate peace and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unworkable, so that their attention does not shift toward homefront challenges. And although their mission will now be considerably more difficult after latest incidents, it remains quite doubtful that this will change their overall approach.
These opposing factors are driving the talks.
Assessment and Future
It took a only one week to terminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, recent disclosures, all did their job.
While new plans based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and show certain reluctance to modify developments, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
